Full Description:
• What’s involved with this role:
I. Establish and maintain ongoing customer relationships as well as supplier/service provider account managers to anticipate council needs and co-ordinate SRM (including procurement and supply chain solutions).
II. Attend Contract Review Meetings where necessary, advising and acting upon issues.
III. Manage the integration of short and long term commercial strategies and service delivery plans for allocated contracts contribute to and promote a centre of expertise in line with the overall council and departmental strategy. To maintain best practice in SRM and Change Management.
IV. Develop an overall plan to establish and maintain strategic relationships with key suppliers/service providers and provide support in implementing these plans.
V. Ensure that WCC’s supply base provides a mixed economy balance and of an appropriate size in relation to the cost to serve. In particular increasing the use of SME’s and local community suppliers and service providers.
VI. Develop a Supplier Relationship Management Programme that creates benefits for WCC through the promotion of a joint approach to continuous improvement and innovation.
VII. Implement and deploy monitoring and evaluation of complex contract management activities, including research, evaluation, data analysis, performance monitoring and risk management which contribute to safeguarding the council against contractual and commercial risk.
VIII. Deploy highly developed commercial skills to work with external partners e.g. outsourced providers such as Vertex.
IX. Provide leadership and direction on allocated contracts, including collaborating, communicating and co-ordinating activities across all the SRM’s and officers and contract officers.
X. Identify opportunities to implement new policies and procedures, including rationalisation of legacy policies.
XI. Manage value, risk, quality, functionality, service, innovation and cost for the solutions developed by the centre of expertise as a whole.
XII. Act as functional expert for the allocated contracts, e.g., for partnering, strategic alliances, outsourcing, etc and motivate and create the right environment for continuous improvement and high performance levels within the immediate and extended teams across the business.

• “Essentials” for inclusion within on your CV: Give yourself the best chance of getting appointed by ensuring that your CV shows the following PROMINENTLY:
- Extensive (minimum 4 years; preferred 5 years) SRM experience and expertise, having operated at a strategic level, with a strong track record of success in delivering financial savings and service level targets.
- Detailed knowledge of procurement legislation, supplier and contract management.
- Proven track record of managing a team and/or function including the management of professional staff.
- Strong working knowledge of Public Sector processes.
- Member of Chartered Institute of Purchasing and Supply (CIPS) or appropriate professional institute or relevant experience.
